UK Lighting Standards Explained: IP Ratings, UKCA, CE, and BS 7671

Why Lighting Standards Matter

When you buy a light fitting, you’re buying an electrical product that will be installed in your home and used for years. The standards and markings on that product aren’t bureaucratic box-ticking — they’re the mechanism by which you can verify that the fitting is safe, fit for purpose, and appropriate for its intended location.

Understanding what these standards mean puts you in a much stronger position as a buyer. Here’s a plain-English guide to the key standards you’ll encounter when buying lighting in the UK.

IP Ratings: Ingress Protection

The IP (Ingress Protection) rating is the most practically important standard for most lighting purchases. It tells you how well a fitting is protected against solid particles (like dust) and liquids (like water).

An IP rating consists of two digits:

  • First digit (0–6) — Protection against solid objects and dust. 0 = no protection; 6 = fully dust-tight.
  • Second digit (0–8) — Protection against liquids. 0 = no protection; 8 = continuous submersion.

The most common IP ratings you’ll encounter in domestic lighting:

Important: IP ratings are only meaningful if they’ve been independently tested. Self-declared IP ratings — where a manufacturer simply states a rating without third-party verification — offer no reliable guarantee. Always buy from retailers who can confirm their IP ratings are independently certified.

UK Bathroom Zones and IP Requirements

The UK wiring regulations (BS 7671) define specific zones in bathrooms and shower rooms, each with minimum IP rating requirements:

  • Zone 0 — Inside the bath or shower basin. Minimum IP67. Only 12V SELV (Safety Extra Low Voltage) fittings permitted.
  • Zone 1 — Above the bath or shower to 2.25m height. Minimum IP45.
  • Zone 2 — 0.6m horizontally outside Zone 1, and above Zone 1 up to 3m. Minimum IP44.
  • Outside zones — Beyond Zone 2. Standard fittings permitted, but IP44 recommended in humid bathrooms.

These zone requirements apply regardless of whether the fitting is wall-mounted, ceiling-mounted, or recessed. A ceiling downlight directly above a bath is in Zone 1, even though it’s on the ceiling.

UKCA Mark: Post-Brexit UK Conformity

The UKCA (UK Conformity Assessed) mark replaced the CE mark for products sold in Great Britain (England, Scotland, and Wales) following Brexit. It indicates that a product meets UK safety, health, and environmental requirements.

Key points about the UKCA mark:

  • Required for electrical products (including light fittings) sold in Great Britain from 1 January 2023.
  • Products with a valid CE mark were permitted to continue being sold in GB under transitional arrangements, but UKCA is now the primary standard for new products.
  • The UKCA mark covers the same core safety requirements as CE for most lighting products, assessed against UK versions of the relevant directives (primarily the Electrical Equipment (Safety) Regulations 2016).
  • Northern Ireland continues to accept CE-marked products under the Windsor Framework.

CE Mark: European Conformity

The CE (Conformité Européenne) mark indicates that a product meets EU safety, health, and environmental requirements. For lighting products sold in the EU, CE marking remains mandatory.

In the UK context:

  • CE-marked products can still be sold in Great Britain under transitional arrangements, but UKCA is the primary standard going forward.
  • A CE mark alone does not guarantee a product meets UK-specific requirements — though for most lighting products, the underlying safety standards are equivalent.
  • Be cautious of CE marks on products sourced from outside the EU/UK — the mark can be self-applied and is sometimes used incorrectly on non-compliant products.

BS 7671: The UK Wiring Regulations

BS 7671 (Requirements for Electrical Installations, also known as the IET Wiring Regulations) is the standard that governs how electrical installations — including lighting circuits — must be designed and installed in the UK. It is not a product standard (it doesn’t certify individual fittings) but an installation standard that electricians must follow.

What BS 7671 means for lighting:

  • It defines the bathroom zone requirements described above.
  • It specifies requirements for circuit protection, earthing, and cable sizing for lighting circuits.
  • It requires that all new or altered electrical installations are certified by a competent person (typically a registered electrician).
  • The current edition is BS 7671:2018+A2:2022 (the 18th Edition). Any electrician working on your home should be working to this edition.

CRI: Colour Rendering Index

CRI (Colour Rendering Index) measures how accurately a light source renders colours compared to natural daylight, scored on a scale of 0–100. A CRI of 100 means colours appear exactly as they would in natural daylight.

  • CRI 80–89 — Good. Suitable for most domestic applications.
  • CRI 90–94 — Very good. Recommended for bathrooms, dressing rooms, and anywhere accurate colour perception matters.
  • CRI 95+ — Excellent. Used in professional applications (retail, art galleries, photography studios) and premium domestic lighting.

CRI is particularly important for LED bulbs, where lower-quality products can score as low as CRI 70–75, making colours appear washed out or inaccurate. Always check the CRI of LED bulbs used in areas where colour accuracy matters.

Colour Temperature: Kelvin (K)

Colour temperature, measured in Kelvin, describes the warmth or coolness of a light source. It is not a safety standard, but it is a key specification that affects how a fitting performs in a given space.

  • 2700K — Warm white. Closest to traditional incandescent. Best for living rooms, bedrooms, and dining rooms.
  • 3000K — Soft white. Slightly crisper. Good for kitchens and bathrooms.
  • 4000K — Cool white. Bright and functional. Suited to home offices and utility spaces.

Energy Efficiency Classes

Since September 2021, the UK has used a revised energy efficiency labelling system for light sources (bulbs), running from A to G (replacing the old A++ to E scale). Under the new scale:

  • Most LED bulbs fall in the B or C range under the new, stricter classification.
  • Halogen bulbs (now banned from sale) were typically rated E or F.
  • The label also shows lumen output, colour temperature, and rated lifespan — making it a useful quick-reference for comparing bulbs.

What to Look for When Buying

When assessing a light fitting or bulb, check for:

  1. UKCA or CE mark — confirms basic safety compliance.
  2. IP rating — appropriate for the intended location, ideally independently tested.
  3. Lumen output — not wattage, which is a measure of energy consumption, not brightness.
  4. Colour temperature (K) — matched to the room and intended use.
  5. CRI — 90+ for bathrooms, dressing rooms, and colour-sensitive applications.
  6. Dimmer compatibility — explicitly stated, not assumed.
